Lok Sabha Speaker Om Birla recently raised concerns about the increasing disorder and conflict within legislative assemblies. He highlighted the need for presiding officers to manage assembly proceedings with dignity and in line with Indian values. This discussion took place during the 10th Commonwealth Parliamentary Association (CPA) India Region Conference, which concluded on September 24, 2024.

Birla expressed his worry about the growing commotion in assemblies, noting that this issue has been a recurring topic of discussion among presiding officers. He urged that all proceedings should reflect dignity and decorum, aligning with the core values of Indian society.
The CPA India Region Conference, which began on September 23, aimed to reinforce the importance of legislative traditions that embody Indian values. As the President of CPA India Region, Birla emphasized that laws should cultivate a sense of national identity, promoting the vision of “One India, Best India.”
Birla called on presiding officers to transform legislative houses into centers for meaningful discussions regarding government policies. He stressed the importance of engaging all members in these debates to enhance the legislature’s role in national development.
The Speaker advocated for greater transparency and accountability within democratic institutions. He suggested comprehensive training for new members on legislative processes and maintaining decorum, which would empower them to effectively raise public issues.
Birla expressed satisfaction with ongoing digitization efforts in state legislatures, believing that technology could significantly enhance legislative efficiency. He encouraged quicker adoption of digital processes to align with the vision of “one nation, one digital platform.”
The conference saw participation from 42 presiding officers along with their principal secretaries. The theme focused on the “Role of Legal Institutions In Achieving Sustainable and Inclusive Development.” Prior to the conference, an Executive Committee meeting was held to set the agenda for discussions.
Birla concluded by assuring that issues like fiscal autonomy and legislative sitting days would be addressed further to find viable solutions. He encouraged presiding officers to embrace innovative ideas and create policies that ensure sustainable development benefits reach marginalized communities.
