J&K Government Allocates ₹1,485 Crore for MLA Vehicle Purchases

Jammu and Kashmir government has approved an additional allocation of Rs 1,485 crore for the procurement of 90 Mahindra Scorpio vehicles for members of the Legislative Assembly (MLA).

According to details provided by Rising Kashmir, the funds drawn under the ‘Purchase and Replacement of Vehicles’ scheme in the Auto Garage Capital Expenditure Budget for the financial year 2024-25 have been put at the disposal of the Director, Auto Garage, J&K, for acquisition of these vehicles.
A communiqué in this regard read that the procurement process will follow all necessary procedures, including the use of the Government Electronic Market (GEM) portal as per the General Financial Rules (GFR) 2017.
It says the directors and accounting officers of a body shop are responsible for ensuring that funds are properly allocated for the specific purpose for which the vehicle was purchased.
It also stated that these funds must not be misappropriated or misappropriated, and it is strictly prohibited for funds to remain idle.
The statement said that new positions such as drivers will not be created for the new cars, and all procedures must be completed through the electronic bidding process.
It mentioned that the garage director must ensure that any advance payment is secured and fully guaranteed. Utilization certificates (UC) and advance accounts must be submitted to the relevant authorities by March 31, 2025 to ensure timely accountability on the utilization of allocated funds, it added.
The Ministry of Finance agreed to the order on October 16, 2024, and strengthened the government’s commitment to promote the transportation needs of the provinces.
